The Constitution of the Republic of Kazakhstan is the basic law of our state, which has the highest legal force, direct effect and is applied throughout the territory of Kazakhstan. The Constitution is in the first place among the legislatively defined basic normative legal acts. The analysis of the norms of the Constitution of the Republic of Kazakhstan convinces that all its key provisions are directly related to anti-corruption issues. Corruption negatively affects the political and civil institutions of the State and poses a serious threat to the future development of the country. The Constitution should be considered as a program, the main legal mechanism, the basis for the fight against corruption.

August 25, 2023 at 15.00 in the regional universal library. N. V. Gogol held a round table "Constitution as a basic Law of the Republic of Kazakhstan", dedicated to the 30th anniversary of the first Constitution of the Republic of Kazakhstan (28.01.1993).

The event was held jointly with the Department of prevention of anti-corruption activities of the Republic of Kazakhstan in Karaganda region.

In quality, the speakers were: Saktapbergen Akim Yerlan - officer of the Department of prevention of anti - corruption of the Republic of Kazakhstan; Sadykova Aidana Bauyrzhanovna - Chief Specialist of the Department of prevention of the Republic of Kazakhstan anti-corruption activities in the Karaganda region.

The goals and objectives of the round table are to form an idea of the importance of the Constitution of the Republic of Kazakhstan as the basic law of the country; to form an active civic position and legal consciousness; to promote and form an anti-corruption worldview; to acquire skills of legal culture; to foster a sense of civic duty, patriotism.

The round table was also attended by foreign students of the Medical University of Karaganda, volunteers of the American Corner, library readers, the media. The moderator of the event is Kyrykbay Galymzhan, coordinator of the American Corner of the N.V. Gogol Regional Library. The event was held in English.

The opening began in the Republic of Kazakhstan. Opening the round table, the moderator outlined the issues under discussion and introduced the guests. This year marks the 30th anniversary of the first Constitution of independent Kazakhstan, adopted at the IX session of the Supreme Council of Kazakhstan on January 28, 1993. The current Constitution was adopted at a republican referendum on August 30, 1995. Since its adoption, the Constitution has been amended and supplemented several times: in 1998, 2007, 2011, 2017 and 2022.

With the theme "Historical significance of the Constitution of the Republic of Kazakhstan" Sadvakasov Ziyat Aydinovich – student KarU im. E. A. Buketova, activist of the "Zhastarrukhy" party "Amanat". He conducted a historical tour in the history of the creation of the Constitution of the Republic of Kazakhstan, including key moments, comparative analysis, changes, entered into the main law.

Further words were presented to the Speaker by Akim Yerlanovich Sakapbergen. "Speaking at the presentation "" transformation of anti-corruption legislation"", he noted that corruption as social development continues to be present in all countries of the world without political development, including in Kazakhstan." Corruption negatively affects the political and public institutions of the Democratic state, which creates a serious threat to the future development of the country. The problem of corruption is solved in quality one of the main priorities of state policy in Kazakhstan.

After the speech, the speaker addressed the students of the Medical University of Karaganda from India, whether there are any differences and similarities between the Constitutions of both countries, how they conduct anti-corruption actions. They replied that there are common features and differences, and a separate anti-corruption organization also operates in India. They noted about the friendliness of the Kazakh people, "they are calm here and they feel safe."                                                              

After a short discussion, Sadykova Aidana Bauyrzhankyzy made a presentation on the topic "Anti-corruption education". It was emphasized that Kazakhstan attaches great importance to education and educational work on the formation of anti-corruption consciousness among young people in society. It is necessary to correctly form views on corruption from an early age, the importance of the dissemination of anti-corruption information in Internet resources has been determined.       

At the end of the event, a review was held on the book exhibition "АтаЗаңөркениеттіліккепілі" = "Constitution is a guarantee for secure civilization". To the attention of the audience, the librarian of the international book department Rysbakova Aigerim presented books and reference publications on the history and development of constitutional law in Kazakhstan, legal acts, works of Kazakh scientists on the formation of the Constitution of the Republic of Kazakhstan. In particular, the brochure “Kazakhstan Republican Constitution. Tazhiribelik құraly” (Almaty, 2023) in Kazakh, English editionY. Shaimerdenov "The State Symbols of the Republic of Kazakhstan" (Almaty, 2001).
